Deadline for submission of notifications on salary payment to HQS

January 31, 2025 is the deadline for submission of notifications on the employer's fulfillment of the obligations of salary payment to foreign citizens - highly qualified specialists for IV quarter of 2024.

Please note that a failure to fulfill obligations for notification or violation of the established procedure and (or) form when submitting a notification is an administrative offense. According to Part 5 of Article 18.15 of the Code of Administrative Offenses of the Russian Federation the following liability in the form of a penalty is imposed for each dected offence:

• officials - from 35 000 to 70 000 rubles;
• legal entities - from 400 000 to 1 000 000 rubles.

The Ministry of Internal Affairs of Russia may also pass a decision on the ban for the employer to employ foreign citizens as highly qualified specialists for 2 years.

Currently, the employers are most often prosecuted for filing quarterly notifications using old forms as well as for submitting incorrect forms.
