The President of the Russian Federation signed a decree on temporary measures to regulate the legal status of foreign citizens

April 18 , 2020 The President of the Russian Federation signed Decree No. 274 "On temporary measures to Regulate the Legal Status of foreign citizens and Stateless Persons in the Russian Federation in connection with the Threat of further spread of a new coronavirus infection" (hereinafter referred to as the "Decree").

In accordance with the Decree, from March 15 to June 15 inclusive
, the following periods of temporary stay, temporary or permanent residence of foreign citizens are suspended;
the terms for which foreign citizens are registered at the place of stay or registered at the place of residence, if such terms expire during the specified period;
terms of voluntary departure from the Russian Federation of foreign citizens in respect of whom a decision on administrative expulsion from the Russian Federation has been made;
the duration of stay outside the Russian Federation of participants in the State Program to assist the voluntary resettlement of compatriots to the Russian Federation, persons who have received a temporary residence permit (RVP) or a residence permit (residence permit), if these persons are unable to enter the Russian Federation before the expiration of the 6-month period of stay outside it.
In addition, a number of documents that expire during the specified period are suspended: visa, RVP, residence permit, migration card, refugee certificate, work permit, patent, permit to attract and use foreign workers, etc.

From March 15 to June 15 inclusive, employers, subject to compliance with the established restrictions and sanitary and epidemiological measures, have the right to attract and use as employees:
foreign citizens who arrived in the Russian Federation in accordance with the procedure requiring a visa, and do not have a work permit in the Russian Federation (if the employer has a permit to attract and use foreign workers);
foreign citizens who arrived in the Russian Federation in an order that does not require a visa, and do not have patents.
