On June 17, 2019, the President of the Russian Federation signed a Federal law providing for amendments to Article 13 of the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation".

The Federal Law establishes that foreign citizens who have arrived in the Russian Federation for no more than 30 days to carry out creative, educational, research or pedagogical activities at the invitation and in the interests of state institutions of culture and art do not need a work permit or a patent. At the same time, the relevant state institutions are exempt from obtaining permission to attract and use foreign workers.

In addition, the law provides for similar conditions for foreign citizens who have arrived in the Russian Federation on a guest visit or to carry out scientific or cultural ties and contacts, if they are attracted by state institutions of culture and art. And also for foreign citizens who have arrived in the Russian Federation to carry out touring activities, including free of charge.
