The Ministry of Labor of Russia has prepared a draft Decree of the Government of the Russian Federation on the permissible share of foreign workers in various sectors of the economy

On May 31, 2019, the Ministry of Labor of the Russian Federation published a draft Decree of the Government of the Russian Federation "On establishing for 2020 the permissible share of foreign workers Employed by Economic Entities Engaged in Certain Types of Economic Activities on the Territory of the Russian Federation."

The permissible share of foreign workers in certain industries will not change compared to the approved one for 2019.
Vegetable cultivation (code 01.13.1) - 50% of the total number of foreign workers employed by these economic entities;
Construction (section F) - 80% of the total number of foreign workers employed by these economic entities;
Retail sale of alcoholic beverages, including beer, in specialized stores (code 47.25.1) - 15% of the total number of foreign workers employed by these economic entities;
Retail sale of tobacco products in specialized stores (code 47.26) - 15% of the total number of foreign workers employed by these economic entities;
Retail sale of medicines in specialized stores (pharmacies) (code 47.73) - 0% of the total number of foreign workers employed by these economic entities;
Retail trade in non-stationary retail facilities and markets (code 47.8) - 0% of the total number of foreign workers employed by these economic entities;
Other retail trade outside shops, tents, markets (code 47.99) - 0% of the total number of foreign workers employed by these economic entities;
Activities of other land passenger transport (code 49.3) - 26% of the total number of foreign workers employed by these economic entities;
The activity of road freight transport (code 49.41) - 26% of the total number of foreign workers employed by these economic entities;
Other sports activities (code 93.19) - 25% of the total number of foreign workers employed by these economic entities.
The changes will affect only the construction sector, where the restriction will not apply to the territory of the Republic of Buryatia, the Amur Region and Moscow,
and the vegetable growing sector, where the permissible share of foreign workers will be set for all regions without exception.
