In connection with the implementation of UEFA 2020 activities, obtaining work permits has been simplified

In connection with the implementation of the UEFA 2020 events, the Government of the Russian Federation on 28.12.2019 approved the Rules for the Accelerated and Simplified Issuance of Permits for the Recruitment and Use of Foreign Workers, Invitations to Enter, Work Permits and Patents to foreign Citizens and Stateless Persons. These Rules apply to foreign citizens engaged in labor activity on the basis of employment contracts, as well as to activities on the basis of civil contracts for the performance of work/ provision of services with UEFA, UEFA subsidiaries, UEFA broadcasters, suppliers of goods, works, services of UEFA, commercial partners of UEFA, the Russian Football Union, local organizational structure.

Quotas do not apply to such employees.

On the 5th of each month, the Ministry of Sports of the Russian Federation sends a list of employers (legal entities and individuals) to the Federal Security Service of the Russian Federation (FSB of the Russian Federation) for approval. The agreed list is sent to the Ministry of Internal Affairs (MIA) for the purpose of issuing permits to attract foreign labor, work permits, invitations.
On the 20th of each month, the Ministry of Sports of the Russian Federation sends to the FSB of the Russian Federation and the Ministry of Internal Affairs a list of individuals - foreign citizens involved in work.

Decisions on issuing work permits and attracting foreign workers are made within 15 days from the date of acceptance of the application.
The deadline for issuing (sending by mail) such permits or notifications of refusal to issue them is 5 days from the date of the decision.
The term of consideration of the patent application is 7 days.
The term for issuing duplicate permits is 5 days; a duplicate patent is 2 days.

The deadline for issuing invitations to foreign citizens for entry is 15 days from the date of submission of the application. If a decision is made to refuse to issue an invitation to enter the Russian Federation, a written notification indicating the reasons for the refusal is sent within a 2-day period.
