The President of the Russian Federation has amended the decree on temporary measures to regulate the legal status of foreign citizens

The President of the Russian Federation signed Decree No. 392 of June 15, 2020 (hereinafter referred to as the "Decree") amending Decree No. 274 of April 18, 2020 "On Temporary Measures to Regulate the Legal Status of foreign citizens in the Russian Federation".

In accordance with this Decree,
the following periods of temporary stay, temporary or permanent residence of foreign citizens are suspended until September 15, 2020;
the terms for which foreign citizens are registered at the place of stay or registered at the place of residence, if such terms expire during the specified period;
terms of voluntary departure from the Russian Federation of foreign citizens in respect of whom a decision on administrative expulsion from the Russian Federation has been made;
the terms of stay outside the Russian Federation of participants in the State Program to assist the voluntary resettlement of compatriots to the Russian Federation, persons who have received a temporary residence permit (RVP) or a residence permit (residence permit), if these persons are unable to enter the Russian Federation before the expiration of the 6-month period of stay outside it;
the validity of a number of documents that expire during the specified period (visa, RVP, residence permit, migration card, etc.)
At the same time, a work permit (PHP) and a patent are excluded from the list of documents.

In addition, the Decree establishes that in the period up to September 15, 2020:
foreign citizens who arrived in the Russian Federation in an order that does not require a visa have the right to apply for the issuance (extension, reissue) of a patent without taking into account the requirements for the deadline for submitting documents for its registration, for the stated purpose of the visit and departure from RF;
employers who have received permission to attract and use foreign workers in accordance with the established procedure have the right to apply for an issue (extension) RNR to foreign citizens who arrived in the Russian Federation in the order requiring a visa. The RNR is issued (extended) without taking into account the requirements for the stated purpose of the visit for any period up to and including September 15, 2020.
