The Government of the Russian Federation temporarily restricted movement across the borders of the Russian Federation

Since March 30, 2020, in order to prevent the spread of coronavirus infection, traffic through automobile, railway, pedestrian, river and mixed checkpoints across the border of the Russian Federation, as well as through the land section of the border with Belarus, has been temporarily restricted. The corresponding Decree No. 763-r dated March 27, 2020 was published on the Government's website.

This restriction does not apply to:
diplomatic workers of the Ministry of Foreign Affairs of the Russian Federation, members of official delegations, couriers of diplomatic communications and their family members;
drivers of trucks of international road transport, crews of river vessels, train and locomotive crews of international rail transport;
citizens of the Russian Federation leaving the country in connection with the death of a close relative, subject to the presentation of a copy of the certificate or certificate of death, as well as a document confirming the degree of kinship;
residents of the Kaliningrad Region traveling by rail passenger transport from one part of the Russian Federation to the Kaliningrad region and back; citizens of the Russian Federation permanently residing in the territories of certain districts of the Donetsk and Lugansk regions of Ukraine;
foreign citizens and stateless persons specified in the Decree of the Government of the Russian Federation No. 635-r dated March 16, 2020.
Please note that this order has been amended to remove the temporary restriction on entry into the Russian Federation in respect of certain persons (Decree of the Government of the Russian Federation on March 25, 2020 No. 730-r), including:
persons who are family members, guardians and trustees of citizens of the Russian Federation entering the Russian Federation, subject to the presentation of valid documents certifying their identity and recognized by the Russian Federation in this capacity, and a visa or visa-free in cases provided for by international treaties of the Russian Federation, subject to the presentation of a copy of the document confirming the degree of kinship;
persons permanently residing on the territory of the Russian Federation, as well as following transit through air checkpoints across the state border of the Russian Federation without leaving their borders.
Previously, air traffic between the Russian Federation and all foreign countries was completely closed. The exception is flights for the evacuation of Russian citizens.
