The government has relaxed restrictions on exit and entry to the Russian Federation

In accordance with the Decree of the Government of the Russian Federation No. 1511-r of June 6, 2020, foreign citizens are allowed to enter the Russian Federation:

for the purpose of treatment, subject to the presentation of documents (copies of documents) issued by a medical organization confirming an invitation for treatment, indicating the time of the treatment or documents (copies of documents) issued by the Ministry of Health of Russia;
once entering the Russian Federation to close relatives, guardians and trustees in need of care, provided that they present documents (copies of documents) issued by a medical organization confirming their condition and a copy of a document confirming the degree of kinship.

In addition, citizens of the Russian Federation are allowed to leave the Russian Federation:

going abroad for the purpose of treatment, care for close relatives;
who are family members of foreign citizens living outside the Russian Federation, for a single trip to the place of residence of family members;
traveling once for the purpose of work or study, upon presentation of the relevant supporting documents.
