The successful development of international cooperation, attracting highly qualified personnel to the economy, ensuring the need of the Russian labor market for additional labor – all this largely depends on a well-thought-out and balanced migration policy. This was the main idea of the report of the President of the CCI of the Russian Federation, Sergey Katyrin.He outlined some problems in the migration sphere from the point of view of the business community.

Legislation in this area suffers from a lack of system. Today, the provisions of many regulations in the field of migration often do not correspond to each other. It is necessary to systematize the norms of migration law in a single normative act. Katyrin noted that the current legislative framework often contradicts the main objectives of state development, such as increasing the economic and investment attractiveness of the country and economic diversification. In particular, the existing law enforcement practice creates obstacles for attracting highly qualified specialists.

Serious questions arise for business in connection with the bills already adopted by the State Duma in the first reading, which provide for the obligation of the inviting party to ensure that foreign citizens comply with the stated purpose of entry and the terms of their stay in the Russian Federation. These draft laws were developed in compliance with the decision of the Security Council, but they do not solve the task of ensuring national security. The projects affect only the category of foreign citizens arriving on visas, but most of them enter Russia without visas from neighboring countries and mostly violate the law.

Migration accounting is a big problem for business. The Ministry of Internal Affairs is working on the issue of migration registration via electronic communication channels, and business supports this initiative of the Ministry. At the same time, the migration registration procedure should not allow for different interpretations.

Pavel Grudinin, Deputy Chairman of the Committee of the RF CCI for the Development of the Agro-Industrial Complex, Director of CJSC State Farm named after Lenin, told how the implementation of the current migration policy looks in practice. He gave concrete examples when law-abiding entrepreneurs face problems and fines caused by legislative gaps, inaccuracies in wording, etc.

The issues of federal migration legislation, modern forms and experience of entrepreneurial activity in the field of migration were discussed in detail at the forum.

In particular, the Chairman of the Staff Committee of the German-Russian Chamber of Commerce Elena Balashova, Director of the Department of Taxes and Legal Services Ernst & Young (CIS) B.V.Roman Gusev, Deputy Chairman of the Migration Committee of the Association of European Businesses Alexey Filipenkov, gave an assessment of legislative initiatives in the field of migration by the business community. communities, and also noted practical problems in attracting foreign labor.
