Explanations of Rosmintrud in connection with the Decree of the President of the Russian Federation on non-working days

By Decree of the President of the Russian Federation No. 206 dated 03/25/2020, the week from March 30 to April 03, 2020 in the Russian Federation was declared non-working. In this regard, Rosmintrud issued recommendations to employees and employers on the use of the non-working week regime, and also provided a more detailed list of organizations that this regime does not apply to (you can find this list at the link).
In particular, Rosmintrud explained the following: the presence of non-working days in the calendar month (March, April 2020) is not a reason for reducing wages to employees; if the employee is on vacation, then non-working days from March 30 to April 3, 2020 are not included in the number of vacation days and the vacation for these days is not extended; a non-working day does not apply to weekends or non-working holidays, so payment is made in the usual, not increased amount; issues related to the termination of the work of shift workers, who are subject to the Decree, are resolved by agreement of the parties to the employment relationship; employees of organizations that are not covered by the Decree should be guided by the relevant methodological recommendations for the prevention of a new coronavirus infection issued by the Ministry of Health of the Russian Federation and Rospotrebnadzor. In addition, the above-mentioned employees, by agreement with the employer, can work remotely (remotely), if their official duties and organizational and technical working conditions allow it.
