The Moscow government obliged citizens not to leave the house

On March 29, 2020, the Mayor of Moscow signed Decree No. 34-UM (hereinafter referred to as the "Decree"), which introduces a home self–isolation regime for all residents of Moscow, regardless of their age.
It is allowed to leave the place of residence (stay) only in the following cases: requests for emergency (urgent) medical care and other direct threats to life and health; following to the place of work, if there is a duty to visit it; shopping at the nearest working store or pharmacy; walking pets at a distance not exceeding 100 meters from the place of residence (stay); the need to take out household garbage. These restrictions do not apply to citizens if they have special passes, which are planned to be issued by the Government of Moscow in the near future. At the same time, the mayor of Moscow explained that the home regime does not restrict the right of citizens to come to the city or leave Moscow. We are talking only about the fact that it is impossible to move around the city without a good reason.
In addition, the Decree obliges: citizens should keep a distance of at least 1.5 meters from other citizens (social distancing), including in public places and public transport, except in cases of passenger and baggage transportation services by passenger taxi; authorities, organizations and individual entrepreneurs, as well as other persons whose activities are related to the joint stay of citizens, ensure that citizens (including employees) observe social distancing, including by applying special markings and establishing a special regime of admission and stay in buildings, structures, structures (premises in them), on the relevant territory (including the adjacent territory). In addition, the Decree introduces a regional compensation payment to the unemployed. The total amount of unemployment benefits (scholarships) and the new payment will be 19,500 rubles per month.
