New rules when using corporate mobile communications

On June 01, 2021, amendments to Federal Law No. 126-FZ dated July 07, 2003 "On Communications" came into force, establishing, among other things, new obligations for subscribers when using corporate mobile communications.

In accordance with the new regulations, subscribers (legal entities and individual entrepreneurs) are required to enter information about corporate SIM cards into the Unified Identification and Authentication System (ESIA) through the Public Services portal. In particular, data on the company name, corporate number and the employee using the corporate number should be transmitted to the ESIA.

The specified information must be entered into the ESIA immediately after the conclusion of the contract with the telecom operator, but before the start of receiving the relevant services.

The telecom operator, in turn, is obliged to check in the ESIA the availability of information about corporate SIM cards and employees using such SIM cards. In the absence or detection of false information, the telecom operator does not provide services to the corresponding corporate number, which notifies the company. If the company does not enter or correct the data in the ESIA within the prescribed period, the corporate SIM card will be blocked.

Please note that if the contract for the provision of communication services was concluded before June 01, 2021, companies are required to enter information about corporate SIM cards and employees using such SIM cards into the ESIA by November 30, 2021.Otherwise, from December 01, 2021, the corresponding corporate number will be blocked.
