The procedure for entry into the Russian Federation of foreign citizens participating in the commissioning and maintenance of equipment

We bring to your attention new information on the procedure for entry into the Russian Federation of foreign citizens participating in the commissioning and maintenance of equipment of foreign manufacture (Decree of the Government of the Russian Federation No. 1170-r dated April 29, 2020).

To issue an invitation for entry to the above persons:
The owner of the equipment or the customer of the work must submit a list of invited foreign citizens to the federal executive authority in whose jurisdiction the organization is located (for example, the Ministry of Energy or the Ministry of Construction).
After reviewing and approving the list, the relevant Ministry must submit it to the FSB of the Russian Federation for subsequent approval.
Then the approved list should be sent to the Department of the Ministry of Internal Affairs for Migration in the relevant region.
At this stage, the applicant is the inviting party (the owner of the foreign equipment or the customer of the work) can submit a package of documents required for issuing an invitation.
The term of consideration of documents is 20 working days. There is no possibility to apply for an expedited review.
