Temporary measures to regulate the legal status of foreign citizens in the Russian Federation have been extended

In accordance with the Decree of the President of the Russian Federation No. 364 dated 06/15/2021 (hereinafter referred to as the "Decree") from June 16, 2021, until the expiration of 90 days from the date of resumption of transport communication with the relevant foreign state, the following is suspended:

• the terms of temporary stay and the terms for which foreign citizens are registered at the place of stay;
• validity of visas and migration cards;
• the validity period of temporary residence permits (RVP) and residence permits (residence permit), valid as of 03/15/2020, if foreign citizens are outside the Russian Federation;
• terms of stay outside the Russian Federation of highly qualified specialists (VKS) and persons who have received a RVP or a residence permit, if these persons have not entered the Russian Federation before the expiration of the 6-month period of stay outside it.
• In the period from June 16, 2021 to December 31, 2021, inclusive:
• the duration of temporary and permanent residence and the terms for which foreign citizens are registered at the place of residence are suspended;
• oreign citizens who are citizens of the EAEU member states have the right to conclude employment or civil law contracts without taking into account the requirements for the stated purpose of the visit to the Russian Federation;
• foreign citizens who have arrived in the Russian Federation in an order that does not require a visa have the right to apply for the issuance (reissue) of a patent without taking into account the requirements for the deadline for submitting documents for its registration and for the stated purpose of the visit to the Russian Federation;
• employers who have received permission to attract and use foreign workers have the right to apply for the issuance (extension) of work permits (RPR) to foreign citizens who arrived in the Russian Federation in the manner requiring a visa, without taking into account the requirements for the stated purpose of the visit to the Russian Federation.

In addition, the Decree established that   until September 30, 2021, inclusive:
decisions on administrative expulsion from the Russian Federation are not taken with respect to foreign citizens;
foreign citizens who arrived in the Russian Federation before 03/15/2020 and who, as of 06/16/2021, have no legal grounds for staying in the territory of the Russian Federation, have the right to apply to the territorial bodies of the Ministry of Internal Affairs with an application for the settlement of their legal situation or to leave the Russian Federation.
