On July 18, 2018, the Chamber of Commerce and Industry of the Russian Federation hosted a meeting of representatives of Russian and foreign business circles with the leadership of the Main Directorate

The event, organized at the suggestion of the Russian-German Chamber of Commerce, was dedicated to changes in the procedures for migration registration of foreign citizens.

The event was attended by Vladimir Padalko, Vice-President of the CCI of the Russian Federation, Matthias Schepp, Chairman of the Board of the Russian-German Chamber of Commerce, Elena Balashova, Chairman of the VTP Committee on Personnel Issues, Alexander Aksenov, Deputy Head of the Main Migration Department of the Ministry of Internal Affairs of Russia, representatives of the Migration Department GU of the Ministry of Internal Affairs of Russia in Moscow.

The business community was represented by large international enterprises and consulting companies such as Airbus Group, Liebherr-Rusland LLC, VOLKSWAGEN Group Rus LLC, Ernst & Young, KPMG and PricewaterhouseCoopers, as well as foreign business associations: the American Chamber of Commerce, the Chamber of Commerce and Industry Paris-Ile-de-France region, Bulgarian-Russian CCI.

In his opening speech, Vladimir Padalko noted that in general, business supports the initiatives of the Ministry of Internal Affairs to monitor the whereabouts of foreigners at the place of residence, but the main concern of employers is caused by the practical implementation of the new rules of migration registration.

Matthias Schepp and Elena Balashova criticized the new law and handed over to the ministry representatives four specific proposals aimed at mitigating the consequences of innovations for German companies, as well as for companies from third countries and Russia:

1. Provide for the possibility of electronic registration through the portal "Public Services". This will simplify the registration procedure for the receiving party and will minimize bureaucratic costs.;
2. Provide for the possibility of a single registration at the place of residence for the entire period of validity of the visa;
3. To allow a foreign specialist to register independently at the place of residence – on the basis of a lease agreement and consent, without the presence of the landlord.
4. Provide for the possibility of registration at the place of residence on the basis of a certified power of attorney of the lessor.

In conclusion, the participants of the event agreed to summarize the questions and proposals of the business community on the issue of migration registration and send them to the Department of Internal Affairs of the Ministry of Internal Affairs of Russia, as well as to monitor the law enforcement practice of legislative innovations. Thus, the dialogue with the Ministry will continue: the next meeting is scheduled for September.
