Clarifications on the procedure for multiple entry into the COP

February 06, 2021 by Order of the Government of the Russian Federation No. 258-r dated 06.02.2021 (hereinafter referred to as the "Order") multiple entry was allowed to highly qualified specialists (hereinafter referred to as "VKS") and their family members.

We would like to introduce you to the comments of the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation, clarifying the procedure for obtaining an entry permit for the VKS:
Employers need to contact the relevant Ministry with a request to allow multiple entry of VKS and his family members. For example, organizations engaged in wholesale or retail trade should contact the Ministry of Industry and Trade; credit and financial institutions – the Ministry of Finance; construction companies – the Ministry of Construction, etc. The approval procedure usually takes 2-3 weeks.
Multiple entry will be possible only during the period specified on the public services website.
Employers and foreign citizens awaiting a decision on the opening of entry should regularly check the information about this on the website of public services.
The maximum period for which an employer can request a multiple entry permit is until December 31, 2021.
Despite the fact that, in accordance with the Order, it is enough to obtain an entry permit once, the lack of coordination between the departments leads to delays in receiving a response, and in some cases – to the refusal to satisfy the application of the employer organization.
