Partial lifting of traffic restrictions across the border of the Russian Federation

By Order of the Government of the Russian Federation dated May 29, 2020, No. 1445-r (hereinafter referred to as the "Order"), from June 8, 2020, restrictions on movement through automobile, railway, pedestrian, river and mixed checkpoints across the state border of the Russian Federation are lifted for the following categories of citizens:
foreign citizens, permanently residing / staying in the territory of the Russian Federation for a single departure to the country of citizenship;
citizens of the Russian Federation who are employees of Russian companies providing the production process at industrial facilities in the Republic of Belarus in the field of construction and processing of minerals, as well as sent to production facilities in the Republic of Belarus for shift work, specified in the list sent to the FSB of the Russian Federation;
citizens of the Russian Federation permanently residing in the territory of Baikonur or sent to the territory of the Republic of Kazakhstan to carry out state, presidential and a number of other programs specified in the list sent to the FSB of Russia.
In addition, the Order removes the restriction of entry into the Russian Federation:
citizens of the Republic of Belarus who are employees of Belarusian companies providing the production process at industrial facilities in the Russian Federation in the fields of nuclear energy, construction, oil and gas production, processing of minerals sent to industrial facilities in the Russian Federation for shift work, specified in the list sent to the FSB of Russia and the Ministry of Internal Affairs of Russia;
persons permanently residing in the territory of Baikonur or sent to the territory of the Republic of Kazakhstan to participate in the implementation of state, presidential and a number of other programs specified in the list sent to the FSB of Russia.
At the same time, it provides for the restriction of entry into the Russian Federation of foreign citizens permanently residing in the territory of the Russian Federation who have made a one-time exit from the Russian Federation to the country of citizenship.
