The Pension Fund has prepared a form of a document that will be issued instead of a SNILS card

On April 1, 2019, Federal Law (hereinafter referred to as "FZ") No. 48–FZ amended the Federal Law "On Individual (Personalized) Accounting in the Mandatory Pension Insurance System".

One of the main objectives of the Federal Law is, in particular, the exclusion of the provision providing for the need for the Pension Fund of the Russian Federation (hereinafter referred to as the "FIU") to issue a certificate of compulsory pension insurance (SNILS cards). Corresponding amendments have been made to Article 65 of the Labor Code of the Russian Federation. So, when applying for employment instead of SNILS, the employee will have to provide a document confirming registration in the system of individual (personalized) accounting, including in the form of an electronic document.

On the portal of draft regulatory legal acts, a draft Government Decree is posted, which will approve the form and procedure for issuing an electronic document that will be issued instead of a SNILS card. The form of the document (Notification) will contain information about the insured person: the insurance number of the individual personal account (SNILS), full name, date and place of birth, gender and date of registration in the system of the individual (personalized) accounting.

At the same time, previously issued plastic SNILS cards will continue to confirm the fact of registration in the FIU system.

If an employee comes to work for the first time and an individual personal account has not been opened for him, the employer will have to provide the relevant territorial authority of the FIU with the information necessary for registering an employee in the individual (personalized) accounting system.
