New rules for arrivals to the territory of the Russian Federation

On 15.04.2021, the Decree of the Chief State Sanitary Doctor of the Russian Federation No. 12 of 09.04.2021 (hereinafter referred to as the "Resolution") came into force, according to which all citizens of the Russian Federation arriving on the territory of the Russian Federation by any type of transport must:

before arriving on the territory of the Russian Federation, ensure that the questionnaire of the person arriving on the territory of the Russian Federation is filled out on the Public Services portal;
within three calendar days from the date of arrival on the territory of the Russian Federation, undergo a laboratory test for COVID-19 by PCR and post information about the result on the Gosulug portal;
before receiving the results of a laboratory test on COVID-19, observe the isolation regime at the place of residence (stay).

The previously mentioned norm applied only to those arriving by air.

In addition, in accordance with the Resolution, citizens of the member States of the Eurasian Economic Union who enter the Russian Federation from the Republic of Armenia, the Republic of Belarus and the Kyrgyz Republic through air checkpoints must confirm the presence of a negative test result for COVID-19 using the mobile application "Traveling without COVID-19".
